Charrek is a hardy, outspoken, shaven-headed Dwarf from Rourke, who runs the Mining Guild there. He is almost always accompanied by a couple of similar looking Dwarves, part of a well-known mining gang.

Charrek seems out of place amongst the scum and villany of the Chimaeron, as a straight talking and apparently honest person. However, it is well known that he had a public falling out with the previous Mayor of Rourke, accusing the Mayor of slave trading.

The former Mayor died after a short illness and Charrek quickly took over from him as mayor and head of the Mining Guild.

Charrek is a Dwarf and recently revealed he was born a slave in the Gorgon-dominated lands of Mur-Kilad, not Burak-Azhik as was widely thought. He escaped and came to the Chimaeron a number of years ago and settled in Rourke.

His is well known for his mining skills and rose up in the ranks of the Mining Guild of Rourke, leading a gang of hard-working Dwarves. He became Grand-Master of the Mining Guild and then Mayor of Rourke following the death of his predecessor.

Charrek has a strong, deep voice and is out-spoken on topics close to his heart at the Council of Leaders, especially opposing slavery. Unlike most other dwarves, Charrek and his gang keep their heads shaved.

Lukas is younger than he looks, with wide, odd-looking eyes and a disarmly friendly, deferring manner. The way he speaks suggests a wealthy up-bringing, but he was born in the slums of Luandar.

His eyes seem to look at you strangely and it is rumoured he started out as a Fortune Teller on the docks of Luandar. He caught the attention of the mayor, who took him on and promoted him many times over the years until he became deputy Mayor.

When his boss was suddenly killed by foreigners, Lukas was left in charge. He successfully defeated Sal, the son of Oltslaf Magnusson, in an election for Mayor of Luandar.

Lukas was born in Luandar in the Chimaeron, but his odd accent and looks suggest that his family origin is not local.

It is said that he started off life as a fortune-teller, but soon caught the eye of Luandar's Mayor, Oltslaf Magnusson. Lukas became a close confident of the gangster mayor and was appointed deputy mayor for his loyalty. Shortly after, Magnusson was murdered by foreigners and Lukas stepped into replace him.

Lukas has shifty eyes and a slightly posh accent, oddly out of place in the underworld of Luandar. Despite that, he is firmly in control of his town. He is a quiet and observant member of the Council of Leaders.

Maria is an attractive, blonde, aristocratic female. She always dresses well and has a cutting put down for those who criticise her.

Her rise to power is remarkable in the male-dominated society of the Chimaeron. Her first husband disappeared and was never seen again,but she inherited his business and made it thrive. Her second husband, who was also her predecessor as mayor, disappeared along with his supporters on the night of their wedding.

She has built up a strong commercial business in the City of Careine and is also Grand Master of the Merchants Guild of Careine.

Mara is the only female leader in the Chimaeron, but her beautiful looks conceal her strong personality.

Mara comes originally from Anuire and was married at an early age to a merchant in Careine. That husband disappeared mysteriously one night, but Mara inherited his small business and made it flourish. She rose up the ranks in the Merchants Guild of Careine as her business grew.

Mara married her predecessor as Mayor of Careine, but on their wedding night he and all his guests disappeared. Despite, or perhaps because, of this she was made Grand-Master of the Merchants Guild and elected unopposed as Mayor of Careine.

Mara does not speak often at the Council of Leaders, but when she does her acid tongue can put anyone down. She has a son and a daughter from her first marriage.

Vlad is a huge, overweight man who always dresses very well in expensive clothes. He has a serious demeanor and a thick Vosian accent, but can put on a smile when he needs too. He is Grand Master of the Ferriers Guild in Hamein, replacing the former Mayor Myonos Kreed, who originally made the Guild a success 20 years ago.

Vlad won election as Mayor of Hamein against the Pikos Kreed, son of his predecessor, who openly accused him of killing his father. The previous Mayor was dying of old age, but was found one day with his head removed.

Vlad's family are Vosian, as his name suggests. He came to Hamein a number of years ago and became a ferry operator.

The Ferryman's Guild is the main source of revenue in Hamein and Vlad was able to make himself moderately successful after he joined. When Mayor Kreed of Hamein was found one morning with his head removed an election was held for his replacement. Vlad stood against the deceased Mayor's son, Pikos Kreed and defeated him decisively, most say through heavy bribery of voters.

Vlad is a huge, overweight man who always dresses imaculately and enjoys eating. He has a strong voice on the Council and has been known to get into arguments with members who annoy him.

He is well known for his skill with a blade. Hakim takes his personal honour very seriously and is prepared to defend it with his blade if slighted. He has bested several challengers in duals and other fights to the death.

Yuri is a tall, bald-headed, big-built man with a gravelly voice and an intimidating manner. He grew up on the streets of Lyssan, the son of Vosian immigrants.

He was involved in the crime gangs of Lyssan from an early age. He worked his way up to Boss of his gang and then, through violence and murder, united the squabbling mob gangs of Lyssan under his rule. He is Chairman of the Council of Leaders, Mayor of Lyssan and Boss of crime gangs of Lyssan. A very powerful and dangerous man.

Denerick is handsome, charming, well-dressed and always confident in his ability. He has taken the title "Prince" of Mhowe and has ruled there for a number of years. There is no denying the town is prospering under his rule. Trade has increased, as his rich, flamboyant and foreign-made clothes attest.

He is a well-known sailor, owning three ships and it is widely believed he is a pirate, although he always denies this most fervently. He is certainly the most successful and likeable member of the Council.

It is said that he was sold into prostitution when he was six years old. He worked his way up from rent boy to brothel owner and mayor in just 22 years. There are a number of men who used to be in his position who are now dead or missing.

He does not speak often at the Council but usually makes astute observations about the topic at hand when he does speak.
